Cardiovascular Institute is Centerpiece to Pocono Medical Center Expansion

In 2002, Pocono Medical Center (PMC) in East Stroudsburg, Pennsylvania issued an RFP to select a design firm for a new Master Plan for its ESSA Heart and Vascular Institute.

Three firms were selected to present to the PMC Board. At the time, HBE declined the opportunity to be retained and compensated for developing the Master Plan. Instead, HBE offered to “challenge” the Master Plan and deliver, without financial or contractual obligation, detailed schematics and a Guaranteed Lump Sum proposal resulting in significantly more program value as indicated in the chart below.

HBE’s alternative design challenged the orientation of the tower, which provided significantly greater operational efficiencies and enabled PMC to replace its Emergency Department.  Replacing the ED, which was not considered by the original architect in the 2002 Master Plan, created the opportunity for a new Integrated Surgery Suite.  This allowed PMC to perform 273 open-heart procedures versus a target of 60 in its first year.

In addition, PMC’s state-of-the-art 12-bed CICU and 12-bed ICU were not included by the original architect based on the available budget.  23 additional private beds (a total of 33 versus 10 from the Master Plan) improved patient satisfaction and infection control.  A fully integrated CV, Inpatient, and Outpatient Surgery Suite would have been delayed 5-10 years had the Master Plan been adopted and built. The ESSA Heart and Vascular Institute and new ED have saved lives and contributed financially to a stronger PMC.
